The current status and needs of pharmacy workforce in selected public hospitals of Thanh Hoa province, 2024

Abstract
Objective: To analyze the current situation and determine the pharmaceutical human resource needs at several public hospitals in Thanh Hoa Province in 2024.
Subjects and research methods: A cross-sectional descriptive study with retrospective data collection from 29 public hospitals (10 provincial-level, 19 district-level) in Thanh Hoa Province. Information on pharmaceutical human resources was collected via survey forms and processed using Excel.
Results: A total of 368 pharmaceutical personnel, with females accounting for 77.73%; the age group 31–50 accounted for 77.17%; the most common educational level was college (52.67%). Postgraduate pharmacists accounted for 12.77%, mainly concentrated at the provincial level. Regarding job titles, Grade IV pharmacists accounted for 62.45%; 97.28% were on permanent staff; 85.06% had over 10 years of work experience. Job task frequency: warehouse keepers (26.82%), clinical pharmacists (12.24%). According to the Government's Decree 131/2020/NĐ-CP regulating the organization and clinical pharmacy activities of medical examination and treatment facilities, 5/10 provincial-level hospitals and 5/19 district-level hospitals lacked clinical pharmacists. According to the Ministry of Health's Circular 03/2023/TT-BYT providing guidance on job positions, staffing norms, and the structure of public employees by professional titles in public health service units, 6/10 provincial-level hospitals faced shortages of pharmaceutical personnel and medical equipment, while at the district level, only 1/19 faced such shortages.
Conclusion: Pharmaceutical human resources in Thanh Hoa are unbalanced in terms of qualifications, gender, and distribution across different levels. The need for human resources, especially for additional clinical pharmacists, is very high; appropriate attraction and training policies are required.
